It can be. If the University is busy (especially between 9:00 and 18:00 GMT) or they're repairing their servers, downloading can be slow. The problem could be at your end, too. Your ISP may be very busy or poorly equipped. The University of Liverpool is fairly well equipped with fast lines but the demand here in also enormous and growing...
